The Department of Food and Public Distribution (DFPD) on February 27, 2026, issued the notification regarding Order on Monthly Stockholding Limit, Release Quota Regulation, and Compliance Requirements for Sugar Mills – March 2026
The following has been stated namely: -
• All sugar producers using the vacuum pan process to maintain white/refined sugar stock until March 31, 2026 based on opening stock, March production, and permitted release quantity.
• If any sugar mill sold excess sugar or underutilized its quota in December 2025, the excess quantity will be deducted from the release quota for March 2026.
• Sugar mills must integrate their ERP/SAP systems with the National Single Window System (NSWS) portal through APIs by March 10, 2026 and submit monthly P-II data for February 2026 through the API. Non-compliant mills may not receive future release quotas.
• Companies having multiple sugar-producing units may maintain the required stock either unit-wise or collectively for the group.
• All sugar mills must ensure 20% mandatory packaging of sugar in jute bags as per the Jute Packaging Materials (Compulsory Use in Packing Commodities) Act, 1987, and any violation of this order will attract penalties under the Essential Commodities Act, 1955.
